The installation of concrete barriers by every train platform yesterday should be a kick in the pants for the Prime Minister, the Security Minister, and just about every other elected official we have. Iron Dome, that technical miracle, was a failure. It was a failure because we needed to use it. It meant that Israel no longer maintained a sufficiently high level of deterrence with out enemies, and as such, they decided they could shoot freely at us, and even as of this week, continue to do so. It was a failure because as a result of having it, we no longer felt the need to fight to win. It was a failure because as a result of having it, the world blamed us when we defended ourselves, because,in their eyes, not enough Jews were killed to justify our response.
Now we have “Concrete Box”, a concrete barrier to prevent Arabs from running over Jews at Jerusalem train platforms, because the Arabs in Jerusalem no longer feel deterred from committing terror attacks. Their sick society praises their terrorists, glorifies them, encourages them, and Israel… Israel puts up concrete barriers.
Israel has the means to end this anarchy.
And I don’t mean by shooting down all the Arabs, as some of you are thinking, and perhapsminimum required jail sentences in solitary confinement for the stone throwers and fireworks shooters. I’m talking about real zero tolerance policies for stone throwers.
I’m talking about massive numbers of Yassam police troops walking through the streets of Jerusalem, including Shuafat, Beit Hanina, Assawiya, A-Tor, and everywhere else the Arabs have brought their anarchy into, and using overwhelming force to quell these rioters when they dare raise their head. Where’s the Skunk? Where’s the Screamer. They need to be deployed immediately. Israel knows who many of the Hamas members are in Jerusalem. Send them and their families to their friends in Gaza. And the Temple Mount must be absolutely closed. Not for some people. Not for everyone under 50. Not for for everyone, except Waqf officials. Closed. Period. Everyone. No human beings allowed. No Waqf officials. No one. If Jews can’t go and pray on our holiest site, then certainly no Arab terrorist should be allowed up there to desecrate it under the Waqf’s watchful eyes.
Israel has the legal means to restore deterrence and calm in Jerusalem.

When you don’t or won’t implement a particularly effective deterrence plan to prevent terrorism, it appears the only step left is to wall yourself in. Following the police’s security decision, the police have started placing concrete cubes alongside the Jerusalem Light Rail platforms to try and prevent terrorists from driving cars into the stations.
The escalation registered in recent months in Jerusalem has dominated the attention of decision makers and security specialists in Israel. In the background of the terrorist attack on the Jerusalem Light Rail and the violent disturbances in East Jerusalem, former Police Commanders Moshe Karadi and Assaf Hefetz speak about how to restore quiet to the Israeli capital city. “The characteristic of the terror attack by a lone terrorist is much more difficult to take care of,” Karadi stated. “It is easier to obtain intelligence on organizational infrastructure. In the case of one person implementing a terror attack with a vehicle or tractor, it is almost impossible to read his mind.” In order to prevent the phenomenon of the lone terrorist, Karadi recommends increasing preventative actions, such as establishing road blocks at the exits from Arab villages. Also Hefetz highlights the need to deploy maximum forces in the Israeli capital city in an attempt to thwart terrorist activity: “A vehicle is a weapon and a known means for a terror attack. The Police need to appraise anew the situation. They need to find a solution and defend the people waiting for the Light Rail.”

Despite the large number of violent incidents in recent months in Jerusalem, Hefetz is not in a hurry to define these incidents as a Third Intifada: “This definition is relative. The fact that there are people willing to kill themselves in a car indicates that the situation may lead to an Intifada. This is not organized from the top, but comes from the anger of the population.”
According to the former Police Commander, increasing fines and imposing stricter punishments for throwing stones and Molotov cocktails proved themselves in the past: “We must balance the operations against the Arab population in Jerusalem. You cannot create a situation of stops throughout the city, but to keep ones options open. The Police need to feel the territory and prevent an escalation.” Karadi stresses that the recent situation is directly related to what happens on the Temple Mount: “It is the center and one of the most explosive places on earth. We have to act with understanding together with a hard hand against the rioters. For each operation, one must act with the consideration of many opinions. One has to remember that the eyes of the world are on this place.”
“Without a doubt, there is a sense that there has been a decline in personal security in recent months,” Karadi added. “We need to increase cooperation with security officials---the IDF, Shin Bet, and Israel Police. Recently, the Jerusalem Police being reinforced with thousands of officers is a good thing.”
